The city and harbor were built under <a title=\"Herod the Great\" href=\"https:\/\/en.wikipedia.org\/wiki\/Herod_the_Great\">Herod the Great<\/a> during c. 22\u201310 BC. This city is a major <a title=\"Port of Haifa\" href=\"https:\/\/en.wikipedia.org\/wiki\/Port_of_Haifa\">seaport<\/a> located on Israel&#8217;s <a title=\"Israeli coastal plain\" href=\"https:\/\/en.wikipedia.org\/wiki\/Israeli_coastal_plain\">Mediterranean<\/a> coastline in the <span style=\"color: #000000;\">Bay of Haifa.
